Notes:
It is not certain that Ephraim Mummaugh is Ephraim Mumma's son, but circumstancial evidence clearly points to this connection.
There is very important information contained in the "Ohio Executive Annual Reports". In particular, these books detail information about the Ohio Institution for the Deaf and Dumb located in Columbus, Ohio. [A Google book search for "Ephraim Mummaugh" will reveal information about an Ephraim Mummaugh and his future wife, Dorcas Darling.
The report for the year 1859 lists the following:
Ephraim Mummaugh, Hamilton P.O., Butler County, OH
The report for the year 1864 lists the following:
Ephraim Mummaugh, Hamilton P.O., Butler County, OH
The 1866 report list includes :
Ephraim Mummaugh, Hamilton, Butler County, OH
Dorcas H. Darling, Bryan P.O., William County, OH
So, we now know how Ephraim and Dorcas met - it was at the school for the deaf and dumb. I also read some of the report and learned the following.
1) The child must be between the ages of 12 to 20 years old
2) Is enrolled in the program for typically 5 years
3) The boys are taught a mechanical trade - the only trade they offered was that of shoemaker
4) There were only 150 places available at the school, so one had to be lucky to get it.
5) The children were required to return home when the school was not in session to their parents or guardians.
The marriage of Ephraim Mummaugh and Dorcas H. Darling is listed in the "Fay Report". Dr. Edward Allen Fay, an editor of the American Annals of the Deaf produced a 528-page report titled "Marriages of the Deaf". They were trying to determine whether the the offsprings of deaf and dumb parents were more likely to produce a deaf and dumb child. Ephraim and Dorcas did not have any children.
Since in all cases Ephraim's home location is listed as Hamilton, Butler Co., OH, it narrows substantially who his parents probably were. John Mumma (1780-1849) and Ann Bare (1788-1850) and their children were the only Mummas who were living in this part of Ohio at this time period. They had a son by the name of Ephraim Mumma (1825-1847) who died about the time of Ephraim Mummaugh's birth. I have no other information about this elder Ephraim. I believe his name and vitals from his tombstone. So, I suggest that Ephraim and wife(?) gave birth to a son whom they named after the father. The father and mother die leaving no one to care for the child - The grandparents die soon, as well as several of Ephraim's siblings. The child has hearing and speaking problems, so he is placed in the Butler County Infirmary which houses about 40 persons who are mainly paupers, idiots and insane. Ephraim is the only "deaf and dumb" person.

[+40 other inmates and 10 staff and warden's family]
So, from the Ohio Executive reports, we know that an Ephraim Mummaugh is residing in the Ohio State Institution for the Deaf & Dumb in Columbus in 1859. He would be 12 years old, the earliest age at which he could enter that institution. Since he only attends during the school year, he returns to the Butler County Poor House when not in school year and that is where he is enumerated. In 1860 there are now about 45 persons and only two who are deaf and dumb, including Ephraim.

George Darling, 27, farmer, b: OH, married in Sept
Mary Darling, 18, keeping house, b: OH, married in Sept
Ephraim Pomroy, 24, farm laborer, b: OH, deaf and dumb
[I believe that Ephrain Pomroy is Ephrain Mumma/Mummaugh. George is Dorcas Darling's brother whom Ephraim Mummaugh married in 1871]
Dorcas is listed as living with her family in Bryan, Williams Co., Ohio where her father is a farmer. Dorcas is listed as being deaf and dumb.
So, after Ephraim Mummaugh and Dorcas Darling leave the school for the deaf & dumb, they marry on 22 February, 1871 in Bryan, Williams Co., Ohio where Dorcas lives.

BARBER BAUER'S STORY. It Seems That he was not ?? as Stated. New light has been thrown on the story which Oscar Rader, the mute barber, told the police Thursday morning ot last week. Rader said while walking on the Union Pacific track the night before he had been approached by two men who, after assuring themselves that he did not have his diamond pin with him, proceeded to sandbag him. From another source it is learned that Rader came by his bruises in a decidedly ditferent way. The information comes from mute families of Silver Lake, with whom Rader had visited. A mute farmer named Ephram Mummaugh drove Reader to his home from the Silver Lake depot Monday evening. On their way the wagon pin became loosened and the horses became fright ened and ran away. Both Rader and Mummaugh were thrown from the wagon, and Rader was badly hurt by being thrown against a barb wire fence. Rader's wounds were dressed and he remained at Mummaugh's bouse until Wednesday when he started for Topeka. The next morning he proceeded to the police station, where he related the story about being held up. The cuts he described to the police as having been received at the hands of his assailants are identical with the ones he received in the accident with Mummaugh. The only explanation that can be given for Rader's story to the police is that he thought he would he obliged to tell how he got his cuts, and rather than admit having been thrown out of the wagon invented the Band bagging story. This is not a very good explanation, but is the one given by some of his acquaint ances.
