JUSTICE OF PEACE DIES
Parkersburg, Jan. 8 (1931)
Richard E. Mumaugh, 60 years old, justice of the peace in Parkersburg district, is dead at his home here. He had been ill for several months, but carried out his duties as a magistrate until Saturday. Prior to election as justice of the peace two years ago, he had served as a state factory inspector since 1914.
