Notes:
On Art's original birth certificate, the father's name was recorded as "unknown" and no given or middle names listed, just the surname of "Hoover". His birth certificate was amended in in 1975 when he applied for a medical retirement from the teamsters union and needed "proof of birth"
On July 5, 1942, at age 13, Arthur applied for a Social Security number under the name of "Arthur Hoover Santos". On the line below the name, the person's name at birth was to be entered, if different than the line above - Arthur entered "Arthur Lauren Martin". He was living at 450 Arroyo Street, San Leandro, CA. He was not living at that address in May of 1940 when the census was recorded. Arthur listed his father as "August V. Santos" with whom his mother was living.
Art registered for the Draft on 26 Aug 1946. He was living at 650 34th Street in Oakland. He is 18 years old and works for Contentinental Can Company in San Leandro. He listed his mother's name as Frances Anderson. Where the "Anderson" came from is unnknown and it is unclear why he didn't list McClure or Santos as his mother's surname. She was living at 3237 Briggs Street in Alameda
Apparently Art attempted to located his father at one point in time. Perhaps his mother had told him the name of his father. The family story is that Art's father was a fireman. Art make contact with someone who was not interested in talking to him when the person opened the door. We don't know if the person he found was his father or not. The name of the person he thought was his father is unknown.
In 2017, a search of the California marriage records revealed the marriage of Frances Hoover to Lester Martin in 1930 in Los Angeles, Apparently they were living together in Los Angeles with Lester's mother and sister. Frances had a stillborn boy who was named Lester Martin, Jr. in 1930, not long after their marriage. The birth of this biy was recorded in the California birth index..Upon finding this marriage, it was assumed that Lester Martin was also the father of Arthur Loren Hoover. Lester's family was living in Oakland, California only two blocks from where Frances was living. To verify that Lester was the father of Arthur, a number of DNA tests were conducted as follows:
1) Bruce Hoover was YDNA tested at 37 markers as well as Family Finder
2) Bruce's half brother, Arthur Hoover, Jr. was tested with Family Finder
These results convirmed the "half brother" relationship between them.
3) Lester Martin married several times and a son from his third marriage. Raymond Martin, was YDNA tested at 37 markers & Family Finder.
Raymond's Y-DNA results did not show a 37 marker match with either Bruce nor his brother, Art. The FamilyFinder results also showed that Ray did not share any matching DNA with Bruce or Art. This caused a dilemia, since it was unknown whether Ray Martin was the illegitimate son of Lester Martin or whether Lester did not father Arthur Hoover. To resolve this issue, a 2nd cousin of Ray was located who was also listed as the 2nd cousin of Bruce and Art. This cousin agreed to test and his FamilyFinder results clearly showed that he was the related to Ray as a second cousin, but he had no matching DNA with Bruce or Art. Thus these DNA results proved that Lester was not the father of Arthur Hoover, Sr.

Art first married Rosemary Klosterman in 1946. That marriage only lasted a few years. A boy, Arthur Hoover Jr., was born from this marriage before they divorced.
The results from DNA testing has recently revealed that Art fathered a boy with Patricia Joan Chambers in 1951. At that time, Patricia was married to Theodore Lora Rivers. The boy was given the name of Theodore Russell Rivers. It is likely that Art (and probably Patricia) was unaware that he fathered the boy.
In 1955 he married Anita Leal. That had two children together and adopted a third child named Marc.
