According to the 1880 census (in which she was 18 years of age) her birth date is calculated to be about 1862. However her California death record gives her full date of birth, and the year is 1869. Her name on the death record is Aretta Rose Mumaugh.
This same Rose Mumaugh is in the census:

When I last visited Salt Lake City, I was searching for a passport record for my grandmother, Beulah G. Mumaugh. While I never found one for her, I did locate one for Rose Mumaugh of Chicago.

Are both of the above women George's daughter, Rose? Was she listed in the census twice? If not, which is the correct one? The second one seems more likely, given the sister named 'Mennie'. If there were two women of this name, everything here needs to be carefully researched to sort them out.
A 1930 census search of California on the Ancestry web site yields the exact same individuals, with the same ages and same film citations, but the headers all say 1930. Something is wrong with Ancestry's web postings on this census. Perhaps this explains the two women of the same name???
